David Chung banned for six years

Former Papua New Guinea Football Association President and Oceania Football Confederation President David Chung has been banned from all football for six years and six months.

FIFA released a statement earlier Friday where it banned the former FIFA Vice President for corruption and acting under conflict of interest.

Chung was found by an independent Ethics Committee to have “offered and accepted gifts, as well as having acted under a conflict of interest, in violation of the FIFA Code of Ethics,” the FIFA statement read.

Chung is banned from “all football-related activities (administrative, sports or any other) at both national and international level.”

Chung also received a fine of CHF 100,000.

David Chung has long been under scrutiny in his home country of Papua New Guinea where he was first accused of corruption.

That lead to a split in the football community which saw a separate football federation be established by the man who is now PNGFA President, John Kapi Natto.

Then, in April last year, David Chung suddenly resigned from all his positions, citing personal reasons.

Now the story has come full circle and David Chung has been found guilty of the accusations John Kapi Natto alleged in 2016.

The adjudicatory chamber of the independent Ethics Committee has found David Chung, former President of the Papua New Guinea Football Association, former President of the Oceania Football Confederation and former member of the FIFA Council, guilty of having offered and accepted gifts, as well as having acted under a conflict of interest, in violation of the FIFA Code of Ethics.

The investigation against Mr Chung was opened on 3 May 2018. In its decision, the adjudicatory chamber found that Mr Chung had breached art. 20 (Offering and accepting gifts or other benefits) and art. 19 (Conflicts of interest) of the 2018 edition of the FIFA Code of Ethics and banned him for six years and six months from all football-related activities (administrative, sports or any other) at both national and international level. Additionally, a fine in the amount of CHF 100,000 has been imposed on Mr Chung.

The decision was notified to Mr Chung today, the date on which the ban comes into force.

  1. Has it been established as to why Chung gave and received ‘gifts’? Was it for personal profit or did he find himself dealing with people who would do nothing for Oceania football unless bribes were involved thus placing Chung into a very difficult situation? If he embezzled money intended for Oceania football, will the fine cover total repayment?

      1. It’s rather confusing as to why David hasn’t yet spoken out in his own defense yet or at least tried to explain his actions. Perhaps it indicates that he’s simply guilty of greed and can’t explain it? And where did all that money go that Fifa gave to Oceania? Could be some serious legal charges facing him. Maybe Oceania football will beneit from this new leadership. Wonder if there’s any kind of plan in store to end N.Z dominance?
